Community and Regional Planning

The Nebraska Emergency Management Agency (NEMA) hosted an on-site class session on August 27th for over 20 students enrolled in the CRPL 472/872 “Hazard Mitigation Planning” course taught by Dr. Zhenghong Tang and Jeff Henson (MCRP 2013), hazard mitigation and emergency planning department manager at JEO Consulting Group, Inc., in Lincoln.

The headquarters of NEMA is located at the Joint Force Headquarters on the Nebraska National Guard base in Lincoln. NEMA, a small agency with fewer than 40 full-time and part-time employees, is part of Nebraska’s military department and is charged by state statute to reduce the vulnerabilities of the people and communities of Nebraska from the damage, injury and loss of life and property resulting from natural, technological or man-made disasters and emergencies. The agency provides guidance and coordination in the four phases of emergency management: preparedness, response, recovery and mitigation.

NEMA staff guided a tour of the facilities and described the work of the agency, explaining the agency’s statewide administrative and planning processes regarding hazard mitigation and emergency management. Among the NEMA planning and recovery unit staff members who spoke with the students and guided the tour were Sean Runge, planning unit supervisor; Molly Bargmann, recovery unit supervisor; and Patrick Rooney and Nick Walsh, planning specialists.
